What is Project MOVER?

The Village of Ossining and its project lead, EIT InnoEnergy, won a $7 million Grand Prize from the New York State Energy Research and Development Authority's (NYSERDA) Clean Transportation Prize in the Electric Mobility category. Our project, Project MOVER, will advance clean electric mobility options to help overcome transportation challenges and solve underserved community needs.

Project MOVER intends to put electric bikes in reach of every Ossining resident and visitor, providing a viable mobility option that will benefit people who don’t wish to drive, don’t find it economical to drive, or who need a quick and fun way to get around the Village. Underserved community members and low-income people in Ossining identify a lack of access to direct and frequent transit as a key hindrance to accessing services and economic opportunities. For many, the Village’s topography further amplifies the already challenging prospect of accessing services, opportunities, and transit without a car. 

The goals of expanded bike access include:

  • Reducing traffic and transportation costs for Ossining residents.
    • Project MOVER will help the Village and its residents navigate the learning curve of operating an e-bike and using the system by training community partners to provide e-bike training.
  • Putting jobs, social activities, and groceries in reach of more people
  • Addressing equity concerns and concerns about the safety of various transportation technologies
  • Developing a program that can foster innovation, partnership, and insight from our low-income and immigrant residents, as well as our neighboring communities throughout the Rivertowns 

With New York State's commitment to being a leader in clean transportation, the Village of Ossining will be able to do our part to get folks where they need to be: doctor’s appointment, school, or even just to the supermarket. The system design will be finalized collaboratively with the community and will ensure that the system is barrier-free.

Working together, we will be able to connect our partner communities, enhance quality of life, and provide clean, equitable transportation options for the diverse populations in the Village of Ossining. Project MOVER is a team effort involving private businesses, community institutions, and municipal governments to bring e-bikes to the River Towns, offering more sustainable and affordable transportation options to the community. The Project MOVER team currently includes EIT InnoEnergy, Nelson\Nygaard, CityFi, Shared Mobility Inc., the Village of Ossining, and other community-based organizational partners:

The project will offer an E-Bike Share, E-Bike Library, and an E-Bike Ownership Pathway Program, and other supportive programs to help people travel through the challenging topography in the Village.

E-bike parking and charging stations will be strategically placed at key destinations, near transit stops, and in mobility and topographically-challenged neighborhoods to reduce charging barriers. A bike boulevard network will help identify safer and calmer routes to for bicycle riding around the Village. Beyond infrastructure, Project MOVER will help the Village and its residents navigate the learning curve of operating an e-bike and using the system by training community partners to provide e-bike training.

Project MOVER also aims to establish a multi-Village incubator to test and replicate implementation. This incubator will be a knowledge exchange for the Village of Ossining and our neighboring communities throughout the Rivertowns to help replicate e-bike pricing models, support infrastructure, and community programming for everyone desiring affordable mobility.
