The proposed projects are targeted to open up the possibilities for private investment, helping us to leverage our assets for economic development. These are the catalytic projects which will incentivize both private and public investment in the Market Square properties, the former DPW site, the historic Station Plaza industrial-residential neighborhood, the Waterfront, and a broader mix of entrepreneurial retail establishments. The DRI investment is high-impact support for Ossining which will dramatically accelerate development and significantly enrich the return on investment, yielding positive financial and quality of life benefits for the Village and a boost to neighboring communities and throughout the region as well.

Transform the Joseph G. Caputo Community Center

Project Description: Remodel building’s interior to optimize space, flow, form, and function.Include new roof and decarbonization elements, like solar panels. Pool area improvements, including locker room renovations.

Preserve and Adaptatively Reuse Historic Bank Building at 200 Main St.

Project Description: Rehabilitate the building to make it “developer ready.” Shell and core improvements would include replacing the roof and windows, repairing the façade, and installing an elevator and an HVAC system.

Enhance and Expand the Market Square Public Plaza

Project Description: Expand and enhance the existing public plaza with new seating and landscaping. Encourage pedestrian-friendly, mixed-use development on the post office lots.

Build a Multi-Modal Transportation Center to Facilitate Downtown Development

Project Description: Accommodate 240 parking spaces, EV charging stations, and bicycle infrastructure. Generate renewable energy via a rooftop solar array. Encourage mixed-use development on the post office lots and elsewhere.

Preserve and Revitalize the Historic Olive Opera House Building

Project Description:  Upgrade existing 13,000-square-foot building. Accommodate flexible workspaces, studios, and a performance space.Include space for 4-6 tenants, plus space for exhibitions, performances, and events.

Launch the Sing Sing Prison Museum Preview Center in Downtown Ossining

Project Description: Create 850-square foot space to tell the story of Sing Sing Prison. Fabricate and install an interactive, multi-lingual exhibition. Serve as first phase in the creation of the larger Sing Sing Prison Museum.

Establish a Grant Program for Commercial Building Façade Improvements

Project Description: Grants for façade improvements, including improving exterior walls, installing signs or awnings, modifying entrances, and replacing windows and doors.

Enhance Streetscaping in the Station Plaza Neighborhood to Improve Connectivity

Project Description: Introduce stamped asphalt on South Water Street, in recognition of its historic character. Resurface asphalt, widen sidewalk, and create outdoor dining areas.
Redesign median landscaping, plant new trees, repair retaining wall, and more.

Enhance the Sing Sing Kill Greenway as a Community and Environmental Asset

Project Description: Install three rock ramp fish ladders within the Sing Sing Kill. Develop and install site-specific interactive signage along the existing greenway trail.

Create Permanent Public Art Installations Along the Waterfront

Project Description: Install permanent sculptures and create a walkable outdoor public art exhibit. Identify artworks via a locally administered selection process.

Upgrade the Louis Engel Waterfront Park Performance Space

Project Description: Install state-of-the-art performance space for community events. Cover stage to ensure events can occur during light rain events. Include bathrooms for performers and attendees.

Expand Haverstraw-Ossining Ferry Service to Weekends
Sponsor: Village of Ossining Total Project Cost: $255,000 DRI Funding Request: $100,000

Project Description: Create a pilot program to expand existing NY Waterway service between Haverstraw and Ossining to weekends from Spring 2024 through the Fall 2024.

Extend the Village Pier to Enhance Hudson River Access

Project Description: Extend the existing Village Pier with a 60-foot fixed pier and floating dock in order to accommodate larger ships.

Launch a Free Public Wi-Fi Network in Downtown Ossining
Sponsor: Village of Ossining Total Project Cost: $150,000 DRI Funding Request: $120,000

Project Description: Launch a free public Wi-Fi network that is accessible in outdoor public spaces. Connect residents to local businesses using smart advertising platforms and digital sales.

Create a Marketing & Branding Strategy with Wayfinding Signage

Project Description: Evaluate market conditions to identify opportunities and challenges. Create a marketing strategy that builds local capacity. Create wayfinding signage and other media with unique branding.
