1) Remove OPD representation on the CPCRB, for a total of civilian five seats with two civilian alternates. To maintain their advisory capacity, OPD will appoint up to two non-voting Police Department members. Votes would be taken using a simple majority.

OPD does not collect demographic information for traffic stops. For arrests, the potential of releasing identifying information limits the demographic information that can be shared publicly. With that, Chief Sylvester will give the BOT an annual report on police activity.

12) Names and contact info for all police personnel that are ranked lieutenant and above should be listed on the Village/OPD website, in addition to the demographics of OPD personnel overall.DoneYou can reach this page by simply going to www.ossiningpolice.com. This page contains the full roster of sworn officers along with email addresses. This goes beyond the mandate included in the board’s police reform initiative, which only required lieutenants and higher.
13) The Village should support efforts at the County and State levels to reform indemnification of officers and to eliminate qualified immunity as a defense in civil suits against an OPD defendant.

Policies and ProceduresStage

14) In order to increase transparency and to better inform the public, police department policies should be posted online. In addition, the policy manual should be made available in hard copy (for a copying fee) at the police department or Village Clerk’s office.Done

Internal Operations and PracticesStage3/8/2023 Update
18) Work with Westchester County, neighboring communities and non-profit agencies to develop a mental health, homeless and substance abuse crisis response unit that responds along with the Police Department and provides follow-up case management.Done

The Mobile Crisis Response Team is functioning Monday-Friday from 7am-11pm.

19) Work with the Village and Police Department and possibly non-profit agencies to create a voluntary response registry which would assist emergency communications and responders.In process

With the Mobile Crisis Response Team co-responding with OPD, this has helped to address the heart of this reform. The foundation concept was for someone else besides police to respond to calls and the MCRT has filled this need. They respond with OPD and alone, depending on this situation.

If an additional option comes up, OPD is open to that as well.

20) Work with Westchester County to provide officers with crisis intervention training (CIT).In process

This training is ongoing for those police officers that have not participated yet

21) Develop a public awareness campaign in both English and Spanish to explain the Police Department’s role with respect to ICE activities in the community.Done (ongoing)Detective Chavez has started this work on the Spanish-language Facebook group

The occurances of ICE have decreased in the last few years, so the focus of this effort have moved to issues like food insecurity, how to respond and what to expect during a traffic stop, and engagement efforts like chess in the library.
22) The Village and the Police Department should work together to make a more robust website on the Department, its organization and services.Done

Hiring and Training

25) Work to increase diversity in department hiring and on promotional processes.In process

The Village recently hired two Spanish-speaking police officers and a female officer.

26) Start Recruiting Program/Police Department Introduction at Ossining High School. Develop a plan to hire more bilingual officers or encourage fluency.Done (ongoing)

Rather than come up with a specific recruitment program, OPD has been pushing into specific classrooms. An officer will be teaching a summer school class as well. The next civil service test is two years away and the promotion for that will start soon. Once it lands, the window is only a few weeks long.

27) The Ossining Police Department should develop a multi-year training plan that includes greater emphasis on anti-racism in policing, deescalation, procedural justice, added cultural competency and handling protests.In process

We sent two officers to procedural justice training and will be training more officers next year. Every officer will eventually go through this training. There will also be a focus on active bystander training (aimed at creating policies to support police in keeping each other accountable).

28) The Westchester County Police Academy should be encouraged to implement enhanced training as recommended for Ossining officers.

There has not been a meeting around changing the curriculum. Much of this is controlled by the Department of Criminal Justice Services in Albany
