    Mrs. Geraldo, in her capacity as Director of Section 8 Rental Assistance Program in the Village of Ossining, is responsible for the day-to-day operation of the program.  The Housing Choice Voucher Program (HCV) is designed to assist families obtain a decent place to live at a cost which they can afford. Generally, someone who is selected for the program pays between 30% and 40% of their income for rent, and the rest is paid by the Federal Government through the Village of Ossining Section 8 Program.

    This brochure provides information about the use of the Electronic Income Verification (EIV) System. This system cross references your reported income and actual income. Falsely reported or misrepresented income will jeopardize your Voucher and may ultimately result in the loss of your housing subsidy.

    Effective August 15, 2015, preliminary applications will no longer be accepted for placement on the waiting list. You may apply to the waitlist when Housing Choice Voucher (HCV) Applications are being accepted. Should you have any questions or comments regarding this matter or would like to know when applications are being accepted, please feel free to contact our office. Announcements pertaining to acceptance of applications are normally advertised in the Public Notice section of The Gazette and shared with local service agencies as well.

    Please beware of internet scams. It is important to remember that there is no fee or payment for an application to the section 8 program.
     
    Currently, the expected wait for assistance is more than 1 year. Due to limited funding we are calling applicants from the waiting list as voucher become available. Unfortunately, we are unable to provide immediate assistance.
     
    Preference will be given to individuals and families who, at the time of application, live or work or have been hired to work in the village of Ossining; senior citizens age 62 and over; people with disabilities; veterans; working families whose household income is at or below 30% of the median income. Date and time of application submission will control the waiting list order.

    It is very important that you notify this office in writing of any changes in your family composition, address or employment. If we send you correspondence via mail and it is returned to us because it could not be delivered, your name will then be taken off the waiting list. You can send any changes via email at (section8@villageofossining.org) or by fax to 914-923-6250 or write to us at the above address. 
         
    Please note that this office does not provide emergency assistance. If you are currently experiencing a housing emergency we suggest you contact your local department of social services.

    Housing Choice Vouchers are portable, meaning they can be transferred from one jurisdiction to another after the initial lease term.

    Port-Ins
    If you are a current voucher holder and you would like to port in to the Village of Ossining  Housing Choice Voucher Program, you must provide your current Public Housing Authority with our contact information. They will send the required information to our office. After we receive the information from your current Public Housing Authority, we will schedule your family for a briefing that must be attended by all household members ages 18 and older.

    Port-Outs
    If you are a current participant of the Village of Ossining HCVP and you would like to port-out to another jurisdiction, you must first contact the office and provide the contact information of the Public Housing Authority you intend to port to. You are required to provide proof of  proper Notice to Vacate, if you are in good standing with the program and have no lease violations, we will then forward the appropriate information to the Public Housing Authority you are porting to.

    Housing Quality Standards (HQS) Inspections

    The U.S. Department of Housing and Urban Development (HUD) requires that all units subsidized under the Housing Choice Voucher Program meet a minimum standard of health and safety rules called Housing Quality Standards (HQS). To ensure compliance with HUD's requirement, the Village of Ossining HCV program with The Building Department inspects any unit a Voucher Holder wants to rent before they move in and as required thereafter.
     
    An HQS inspection ensures that all HCV units have adequate living space for the family, are structurally sound, provide the necessary habitability systems (electricity, plumbing, heating, appliances, etc.) and present no conditions that endanger health and safety. HUD's Form 52580-A further outlines the minimum unit standards necessary to participate in the HCV Program.

    There are several types of inspections conducted during the course of a unit's participation in the HCVP as outlined below:
    • New Move (Initial) Inspection
    • Annual Inspection
    • Re-Inspections
    • 24 Hour Emergency Inspections
    • Quality Control Inspections
    HQS Inspections - HUD Form 52580-A
     
    Any existing rental housing unit such as apartments, co-ops, condominiums and houses can be eligible for the program. This means you could remain in your present dwelling unit, or you may move to another unit. For the dwelling unit to be approved, it must be found to be in safe and sanitary condition by the Village of Ossining Building department, and the rent for the unit must be considered reasonable in comparison to apartments NOT on the Section 8 Program.

    Payment Standards (PS) are the maximum subsidies the program will allow the participant based on the number of family members, the size of the apartment and/or the family Voucher sizes. Currently the Village of Ossining is PS are above 110% of the Fair Market Rent.
