Ossining’s Harbor Square Deal Inked

Culmination of Eight Years of Work to Reclaim Ossining’s Hudson Waterfront

(September 20, 2006) Ossining Village Mayor, Miguel Hernandez, announced that real estate closing documents to transfer a contaminated industrial site on the Hudson River for mixed residential and public use, to Harbor Square LLC, the partnership of Capelli Enterprises LLC and Ginsberg Development Corporation, were filed in the courts today.

“I am delighted that the residents of Ossining will in the near future have increased access and use of our waterfront, our greatest natural resource,” Hernandez commented, “This is the culmination of eight years of hard work by the current village board, the three prior administrations, and numerous village residents and staff members. When completed, Harbor Square will be a recreation destination that welcomes and will be enjoyed by everyone in our community and beyond. We are pleased to have finally made it happen.”

 

A public-private partnership between the Village of Ossining and the developers, the Harbor Square project will consist of over 4 acres of riverfront property, which will be developed to assure unfettered public access to the Hudson River, a Riverwalk boardwalk, playgrounds, lawn areas, land for public recreational uses, a restaurant, beach, a public kayak rental and launch facility, a museum detailing the history of fishing on the Hudson and residential housing units, all designed to bring current and future Ossining residents to the river.  This project is the result of a long, community-wide process to develop this site to benefit the Ossining community.

 

A recent change in the agreement between the Village of Ossining and Harbor Square LLC has turned over the entire cost of remediation of the former industrial sites to the developers, who are awaiting approval for tax credits from the New York State Brownfield program, administered by the Department of Environmental Conservation (DEC). These tax credits apply to the developer’s federal income tax payments and do not come from Village of Ossining.  Demolition and certain remediation have already begun on the site.  Completion of the remediation and full construction of the public amenities and housing will begin soon.
